RESEARCH, DEVELOPMENT AND MARKETS

  • Ensure universal accessibility to NICT products, and develop a universal code of ethics for technological development.
  • Involve standard equipment manufacturers in the adaptation process from the outset, so that they can make effective contributions and avoid unnecessary hurdles.
  • Support efforts to unite people and groups involved in the development of adaptive NICTs.
  • Recognize the contributions of people with disabilities to the entire research and development process for adaptive products (expertise, social costs, etc.).
  • Increase scientific researchers' awareness of the problems that all people with disabilities face, without giving preference to any one specific impairment in applied research.
  • Identify and meet the true needs and expectations of people with disabilities with respect to NICTs.
  • Conduct a quantitative and qualitative evaluation that addresses all economic and social factors, so as to validate the necessity and pertinence of certain proposed technological tools.
  • Disseminate the results of NICT research to people with disabilities.

ROLE OF GOVERNMENT

  • Ensure that the state plays its role and fully assumes its responsibilities with respect to integrating people with disabilities.
  • Establish standards to allow greater accessibility to NICTs by people with disabilities.
  • Reinforce coercive and incentive measures.
  • Beef up legislation on people with disabilities to ensure that it can be respected by all.
  • Sensitize, inform and encourage partnerships between designers of CD-ROMS and software developed in Quebec and people with disabilities.
  • Extend access to financial assistance for NICTs to people with disabilities who are not employed, not engaged in a process to enter the workforce, nor at school.
  • Relax program and grant rules to allow greater flexibility and adaptation to each case.

  • Sensitize Web site designers and Webmasters to the need to make their sites accessible to people with disabilities, which includes updating all information.

  • Sensitize workplaces to adaptive NICTs for people with disabilities.

  • Accord greater importance to sensitizing and training young people with disabilities on NICTs.
  • Make basic training and continuing education (by type of disability) accessible to people with disabilities, and train trainers.
  • Sensitize universities to the problems with NICTs and their impact on the integration of people with disabilities.
  • Develop post-graduate programs to ensure research into new ways of improving the daily lives of people with disabilities (e.g., rehabilitation engineering programs).

STRUCTURED INTERVENTION

  • Promote permanent, organized leadership and structured intervention.
  • Set up an electronic discussion forum to encourage discussion and permit improved dissemination of available information.
  • Provide a showcase for all interested parties (researchers, companies, users) to promote and research the range of NICTs and their use.
